Meeting Room Policy
The meeting rooms of the Public Library of Mount Vernon and
Knox County are primarily for the use of the library in conducting
library-sponsored or library-related programs and activities.
However, they are also available to local groups of an educational,
civic or cultural nature. Use of the rooms shall be governed
by this policy, subject to reversal or amendment by the Library
Board of Trustees.
The Meeting Rooms are NOT available for the following purposes:
a) Any service of religious worship, whether denominational
or non-denominational. This does not preclude open forum discussions
of religious subjects where a variety of points of view are
represented and all parties to a dispute are given equal opportunity
to express their opinions.
b) Any event the purpose of which is partisan political persuasion.
This does not preclude open discussions of political or social
issues where all points of view may be expressed, nor does
it preclude open forums where candidates for any given office
are given equal opportunity to attend and speak.
c) Individual or commercial concerns.
d) Any event to which admission will be charged, unless a
library event to which the Library is charging admission.
The Library reserves the right to terminate any event, and
require its participants to leave the building, if the event
becomes unruly, excessively noisy or violent, or if it has
a disruptive effect on normal library operations.
Approved groups may use the library meeting rooms only during
hours of opening (9-9 weekdays, 9-5 Saturdays). Rooms must
be vacated by 8:45 PM weekdays and 4:45 PM Saturdays. No permanent
bookings shall be permitted. For events of limited duration,
bookings may be made for not more than two (2) months in advance.
The Library will reserve certain times for library programs
each year. These may be abrogated when and if the Library
ordains not to have programs at those times.
Organizations wishing to use a room must complete a booking
application, giving all information required on forms prescribed
and provided by the Library, at least two weeks before the
event.
The Library will provide tables, chairs, and equipment, if
available and as requested, on a first-come, first-serve basis;
however, meeting room users are responsible for their own
meeting room set-up and clean-up.
Refreshments may be served but messes must be cleaned up.
If a room is left in a disorderly fashion, a $25 clean-up
fee will be charged. Groups using the meeting rooms will also
be expected to bear the cost of cleaning, repair or replacement
for stains on carpets or wall-coverings and damage to or destruction
of furnishings, equipment or facilities which occur while
they are using the room or rooms. Neither alcoholic beverages
nor smoking are permitted in the Library.
Use of meeting space by a non-library group is not to be
publicized in such a way as to imply Library sponsorship of
the group's activities or endorsement of its ideas, and the
Library's name, address or phone number may NOT be used as
the official address or headquarters of any such organization.
The Library is not liable for injuries to people
or damage to or loss of property of any organization or person
using the room or rooms.
