The Administration and the Board of Trustees of the Public Library of Mount Vernon and Knox County are responsible for determining the rules of behavior necessary to protect all library users’ rights of access to library facilities and materials, to ensure the safety of users and staff, and to protect library resources and facilities from damage or loss.
All citizens who come to the library have the right to use the library’s facilities, materials and resources in reasonable safety and security and reasonably free of disruption and distraction caused by the inappropriate behavior of other library users.
The purpose of the Statement on Library User Behavior is to protect the rights of both users and staff and to provide a safe, comfortable and convenient library environment. Members of the library staff have the right to exclude from the use of the library any individual who violates these rules.
In most cases, one verbal warning will be issued to any person or group that violates the rules. A second violation will result in expulsion from the library and its grounds. However, no warning is required if, in the judgment of library staff, the behavior in question (a) violates federal, state, county or municipal laws, or (b) poses an immediate threat to the safety or well-being of other library users or staff.
Library employees are authorized to enforce these rules. The library reserves the right to revoke or restrict library privileges of any patron for behavior contrary to these rules and regulations. In cases where voluntary compliance is not adhered to, the police may be called for assistance.
Any misconduct that disturbs library users or staff, or that hinders others from using the library or library materials is prohibited. Such misconduct includes but is not limited to:

- Any behavior which violates any provision of Sections 2909, 2911, 2913, 2917 or 2923 of the Revised Code of Ohio (vandalism, criminal trespass, theft, disorderly conduct, possessing criminal tools).

- Running, pushing, hitting, wrestling, etc. (even if it’s “only kidding around”)
- Playing on the elevator
- Abuse of library furniture, equipment or materials (e.g., throwing materials, sitting on tables, sitting with more than one person per chair, etc.)
- Unauthorized use of food or drink in the library
- Smoking, vaping or any other use of tobacco products in the library building, vestibules, or any ramps, sidewalks or walkways leading to or immediately adjacent to the public entrances

Child Safety, Unattended children, unruly and/or disruptive children
It is the goal of the Public Library of Mount Vernon and Knox County to provide a safe and relaxed environment in which patrons of all ages can make full and appropriate use of the library's materials, services and resources. The following policies regarding minor children have been established in service of that goal:
- Children age 7 and below may noy be left unattended in the library at any time. If any such child is found unattended, staff will first attempt to locate the child's parent / guardian / caregiver / adult supervisor and inform such person of the policy. If the parent / guardian / caregiver / adult supervisor cannot be found, staff will call the police and report an abandoned child at the library. Staff will make reasonable attempts to comfort and reassure a child who is frightened or upset.
- Children age 8-12 may be unattended as long as their behavior is not disruptive or unruly. If a child in this age group becomes disruptive, unruly or upset, staff will first attempt to locate the child's parent / guardian / caregiver / adult supervisor and ask that the child be calmed or taken from the premises. If the parent / guardian / caregiver / adult supervisor cannot be found, staff will call the police and report an abandoned child at the library. Staff will make reasonable attempts to comfort and reassure a child who is frightened or upset.
- Children age 13 and above are permitted to attend the library unaccompanied by a parent / guardian / caregiver / adult supervisor, as long as their behavior is not disruptive or unruly. These children are still bound by the library's personal conduct policies and may be required to leave the library premises if they become disruptive or unruly.
- The library staff may not take responsibility for the care of any age child and may not offer the child a ride home nor accompany or transport the child from the library to another location. A child's parent(s) or legal guardian(s) are responsible for the child's behavior at all times.

Meeting Room Information and Policy General Rules:
The purpose of the Public Library of Mount Vernon and Knox County is to select, make available and maintain resources in a variety of formats, meeting the educational, informational, cultural and recreational needs of our patrons. The Public Library of Mount Vernon and Knox County offers this service to all persons and exists to stimulate ideas and learning, and to enhance the quality of life for those we serve.
As a community service and to carry out its mission as stated above, the Public Library of Mount Vernon and Knox County makes its meeting rooms available for use by community groups and organizations when they are not being used for Library-related activities. Meeting rooms are available to the public for civic, cultural, charitable or educational programs.
The meeting rooms of the Public Library of Mount Vernon and Knox County are primarily for the use of the Library in conducting Library-sponsored or Library-related programs and activities. However, they are also available to local groups of an educational, civic or cultural nature. Use of the rooms shall be governed by this policy, and it shall be the duty and prerogative of the Library Director to interpret the policy, subject to reversal or amendment by the Library Board of Trustees.
The Meeting Rooms are NOT available to non-library groups or individuals for the promotion or sales of services or products, fundraising, conducting classes for profit, political campaign meetings or private social functions such as receptions or private parties. All meetings shall be open to the public. No admission or attendance charge or required donation may be assessed by any non-library group using the meeting rooms. The meeting rooms will be available during Library hours only and groups using the meeting rooms shall vacate the room 15 minutes before closing time of the Library.
Library programs take precedence over other meeting room activities and the Library reserves the right to change meeting rooms or cancel use of meeting rooms by non-library-related organizations if the Director or Board of Trustees determines that the space is needed for Library purposes or in the event of emergencies such as snow closings or other unsafe conditions.
The seating capacity for each meeting room shall be as specified by the Ohio Basic Building Code and shall be posted in each meeting room. These capacities shall not be exceeded.
Scheduling and Rules:
Meeting rooms not being used for Library purposes shall be available on a first come, first served basis.
Meeting rooms may be scheduled no more than two months in advance. A maximum of two meetings per month but no more than six per year may be scheduled at one time.
The Director must approve of long term or multiple engagements.
Library staff should be notified as soon as possible if a meeting scheduled for the room has been cancelled. Reservations cannot be transferred from one group to another.
To schedule a meeting room, a person must be at least 18 years of age and must contact the Office Manager or her/his designated assistant. A telephone call or in-person communication will serve for initial scheduling, but a responsibility form must be filled out and signed before a meeting may take place.
The Library reserves the right to terminate any event, and require its participants to leave the building, if the event becomes unruly, excessively noisy or violent, or if it has a disruptive effect on normal library operations.
Meeting room users or guests are not permitted to tack, tape or post any signs or materials on meeting room doors, walls, windows or anyplace else in the Library without the express consent of an authorized member of the Library staff.
For children's meetings, an adult must sign the responsibility form at the main circulation desk, must be present during the entire meeting and must assume responsibility for all children in the group. The adult shall be responsible for any damage which may occur to the meeting room or any Library equipment and/or furniture used during the meeting. Children must not be left unattended while their parents or care givers attend a meeting.
The Library will provide tables, chairs and equipment, if available and as requested, on a first-come, first-serve basis; however, meeting room users are responsible for their own meeting room set-up and clean-up. If a room is left in a disorderly fashion, a $25.00 clean-up fee will be charged.
Refreshments may be served but are restricted to the meeting rooms and are not permitted in other parts of the Library except during Library-sponsored events. Smoking and alcoholic beverages are prohibited. The group serving refreshments is responsible for providing all serving utensils and for cleanup after the meeting. Messes must be cleaned up. Groups using the meeting rooms will also be expected to bear the cost of cleaning, repair or replacement for stains on carpets or wall-coverings and damage to or destruction of furnishings, equipment or facilities which occur while they are using the room or rooms.
All publicity by the organization about the meeting must state clearly that the Library is merely the site of the meeting and not its sponsor and that the Library makes no endorsement of the event or activity, express or implied. Use of the Library's logo is expressly prohibited. The agreement with the Library to make meeting room space available does not imply that the Library either advocates or endorses the viewpoints expressed in the meeting, or by meeting sponsors or speakers. If the organization engages speakers to address the meeting, the organization is responsible for all arrangements regarding the speaker.
The Library's name, address or phone number may NOT be used as the official address or headquarters of any outside organization using its meeting rooms. Acceptable Use Policy
The Public Library of Mount Vernon and Knox County offer access to information resources through technology as one component of the Library's mission to meet our community’s educational, cultural, and recreational needs. Anyone using Library technology expressly consents to all of the Public Library of Mount Vernon and Knox County policies and rules.
The Library’s internet access must be used in accordance with all local, state and federal laws and in a courteous, reasonable and responsible manner.
User Agreement: Users agree to not be disruptive or impede the use of the internet for others, and to conduct themselves in a decent and polite manner while using the Library’s internet. Users agree to respect the privacy of others by not misrepresenting themselves as another user; by not attempting to modify or gain access to files, passwords, or data belonging to others; by not seeking unauthorized access to any computer system, or by damaging or altering software components of any computer, network device, or database. Users agree to not engage in any unauthorized, illegal, or unacceptable activities while using the library provided internet or devices.
Unacceptable use includes but is not limited to the following: Users may not move, turn off, or unplug our equipment or cables for any reason. Access to and/or display of obscene language and sexually explicit graphics and materials, as defined in the Ohio Revised Code, including sections 2907.01 and 2907.31, is prohibited. Viewing sexually explicit material on a computer in the Library may be considered disruptive behavior or sexual harassment if it disturbs or has the potential to disturb others.
Loss of Privileges: Users in violation of this policy may be subject to penalties, including but not limited to verbal warnings, loss of use of Library owned computers/mobile devices, suspension from Library facilities and/or legal action. The decision to revoke these privileges is at the sole discretion of the Library.
Minor Children: As with all Library materials, parents or guardians are responsible for their minor children's use of the Internet. Parents or guardians are encouraged to work out acceptable rules for Internet use.
Protection: Viruses and identity theft are widespread. The Library strives to provide security including the use of filters and firewalls but safety is not guaranteed. Use is at the sole risk of the user including sending of any information, such as name, address, and credit card numbers. Filtered sites may slip through controls and at other times, filters may block unintended sites. Users understand the Public Library of Mount Vernon and Knox County does not guarantee that the functions of the system will be error free or uninterrupted, or that it will meet any specific requirements that they may have. Patrons are reminded that files are not to be saved on Library owned computers or mobile devices, nor are patrons permitted to download and/or install software on any library owned computer or mobile device.

The purpose of the Public Library of Mount Vernon and Knox County is to select, make available and maintain resources in a variety of formats, meeting the educational, informational, cultural and recreational needs of our patrons. The Public Library of Mount Vernon and Knox County offers this service to all persons and exists to stimulate ideas and learning and to enhance the quality of life for those we serve. Off-premises use of the internet devices must be integral, immediate, and proximate to the provision of library services to library patrons. Mobile internet devices users must adhere to the acceptable use policies while operating the device. Users are not to remove/replace the sim card, battery or other such necessary components of Library owned mobile device. The Library is not responsible for any liability, damages, or expense resulting from the use of the library owned mobile device.
Minor Children: Library owned mobile devices are only available to be checked out on an adult card. Parents/guardians are responsible for the use of the library owned mobile devices by minors. Unlawful use of the internet or use that violates the Library’s Acceptable Use policy is prohibited and may result in the loss of privileges as listed above.

The Library’s internet access must be used in accordance with all local, state and federal laws and in a courteous, reasonable and responsible manner.
User Agreement: Users agree to not be disruptive or impede the use of the internet for others, and to conduct themselves in a decent and polite manner while using the Library’s internet. Users agree to respect the privacy of others by not misrepresenting themselves as another user; by not attempting to modify or gain access to files, passwords, or data belonging to others; by not seeking unauthorized access to any computer system, or by damaging or altering software components of any computer, network device, or database. Users agree to not engage in any unauthorized, illegal, or unacceptable activities while using the library provided internet or devices.
Unacceptable use includes but is not limited to the following: Users may not move, turn off, or unplug our equipment or cables for any reason. Users may not make any effort to bypass security features of the Library computers, software, network resources or mobile devices. Access to and/or display of obscene language and sexually explicit graphics and materials, as defined in the Ohio Revised Code, including sections 2907.01 and 2907.31, is prohibited. Viewing sexually explicit material on a computer in the Library may be considered disruptive behavior or sexual harassment if it disturbs or has the potential to disturb others.
Loss of Privileges: Users in violation of this policy may be subject to penalties, including but not limited to verbal warnings, loss of use of Library owned computers/mobile devices, suspension from Library facilities and/or legal action. The decision to revoke these privileges is at the sole discretion of the Library.
Minor Children: As with all Library materials, parents or guardians are responsible for their minor children's use of the Internet. Parents or guardians are encouraged to work out acceptable rules for Internet use.
Protection: Viruses and identity theft are widespread. The Library strives to provide security including the use of filters and firewalls but safety is not guaranteed. Use is at the sole risk of the user including sending of any information, such as name, address, and credit card numbers. Filtered sites may slip through controls and at other times, filters may block unintended sites. Users understand the Public Library of Mount Vernon and Knox County does not guarantee that the functions of the system will be error free or uninterrupted, or that it will meet any specific requirements that they may have. Patrons are reminded that files are not to be saved on Library owned computers or mobile devices, nor are patrons permitted to download and/or install software on any library owned computer or mobile device.
Damages: All users agree to hold the Library harmless from any and all claims, losses, damages, obligations or liabilities, directly or indirectly relating to internet access. In no event shall the Public Library of Mount Vernon and Knox County have any liability for lost profits or for indirect, special, punitive, or consequential damages or any liability to any third party, even if the Public Library of Mount Vernon and Knox County is advised of the possibility of such damages.
Library owned mobile devices:
The purpose of the Public Library of Mount Vernon and Knox County is to select, make available and maintain resources in a variety of formats, meeting the educational, informational, cultural and recreational needs of our patrons. The Public Library of Mount Vernon and Knox County offers this service to all persons and exists to stimulate ideas and learning and to enhance the quality of life for those we serve. Off-premises use of the internet devices must be integral, immediate, and proximate to the provision of library services to library patrons. Mobile internet devices users must adhere to the acceptable use policies while operating the device. Users are not to remove/replace the sim card, battery or other such necessary components of Library owned mobile device. - Cameras are to be installed at library locations on an as needed basis.
- Signs will be posted at library entrances informing the public that security cameras are in use.
- Security cameras may be placed in both indoor and outdoor locations where security staff and library administration can monitor activity at random.
- Because security cameras are not constantly monitored, staff and the public should take appropriate precautions for their safety and for the security of personal property. The Library is NOT responsible for any loss of personal property or for personal injury.
- Cameras may be installed in public spaces where individuals lack a reasonable expectation of privacy. Examples include common areas of the library such as entrances, book stacks, public seating areas, hallways, stairways, delivery areas and parking lots.
- Cameras may be installed in areas that could assist law enforcement in documenting traffic accidents or other incidents unrelated to the Library that take place on the public streets and surrounding properties within camera view. Examples include cameras on the exterior of the Library building that not only document activity on library property, but also the sidewalk, public streets, and surrounding properties.
- Cameras will not be installed in areas of the Library where individuals have a reasonable expectation of privacy, such as in restrooms.
- Staff and patron safety is the first priority in any threatening situation. The protection of library property is of secondary importance.
V. Usage, Storage, and Disclosure Policy Guidelines
- Cameras will not be installed for the purpose of monitoring staff performance.
- Access to footage in pursuit of documented incidents of criminal activity or in regards to violation of the Library’s Rules of Conduct is restricted to security staff and library administration.
- Confidentiality and privacy issues prohibit the general public from viewing security camera footage. If the Library receives a request from the general public to inspect security camera footage pursuant to an alleged crime, they will be advised to file an incident report or a formal police complaint.
- In situations involving banned patrons, stored still images may be shared with staff across the Library system. Shared images may remain posted in restricted staff areas for the duration of the banning period. After the banning period ends, these images are archived in the security office files for 5 years.
- Production of video or photo copies for distribution to library staff or law enforcement is limited to designated security staff and library administration.
- Access is also allowed by police when pursuant to a subpoena, court order, or when otherwise required by law.
- Designated staff, as described above, has access to real-time monitors. Images will be viewed on desktop monitors placed in secure areas to ensure private access.
- Security cameras differ in their recording length, and will automatically record over themselves on an ongoing basis. Video records will not be maintained, provided no criminal activity or policy violation has occurred.
- Images will be stored for a length of time based on available storage. As new images are recorded, the oldest images will be automatically deleted. The length of time varies depending on the camera’s memory and recording length.
- Any unauthorized access or use of the security cameras will result in disciplinary action up to and including dismissal, or possibly even legal action if necessary. Any library employee who becomes aware of any unauthorized usage or disclosure of video records, or a breach in privacy is responsible for immediately reporting it to the designated staff.

I. Overview

In the interest of protecting these rights, we will employ the use of a Conducted Energy Device (“TASER” device) when absolutely necessary to provide peace of mind to patrons and staff by discouraging acts of aggression or other violent outbursts. This policy will set forth guidelines for the issuance and use of TASER devices.
II. Objective and Policy
The TASER device is intended to control a violent or extremely aggressive individual, while minimizing risk of serious injury. The appropriate use of this device should result in fewer injuries to library security and the violent party.
III. Issuance and Carrying TASER Devices
Only uniformed members of security personnel who have successfully completed office-approved training may be issued/allowed to carry the TASER device. TASER devices are only issued for use during a security officer’s assigned hours, and will be required to be returned to the security office at the end of each shift. Security personnel shall only use the TASER device and cartridges that have been issued by the Head of Security or Administration. Members carrying the TASER device will perform a spark test on the unit prior to the beginning of each shift to ensure functionality.
Uniformed security staff shall carry the TASER device in an open and clearly visible area using an approved holster. The TASER device employed by the library will be yellow in color to clearly differentiate it from any other kind of weapon or device. Officer’s will also be responsible for ensuring that their issued TASER device is properly maintained, up to date, and in working order.
IV. Verbal and Visual Warnings
A verbal warning of the intent to use the TASER device will precede its application, unless doing so would otherwise endanger the safety of security officers, or when it is not practicable due to the circumstances. The purpose of the warning is to:

The TASER device employed by the library holds two cartridges for multiple probe launches, and also is capable of re-energizing already launched probes for another cycle. As such, Security personnel should apply the TASER device for only one standard cycle (5 seconds) and then evaluate the situation before applying any subsequent cycles. Multiple applications of the TASER device are not recommended and should be avoided unless officer believes that the need to control the individual outweighs the potentially increased risk posed by multiple applications. If the first application of the TASER device appears to be ineffective in gaining control of an individual, the officer should consider certain factors before additional applications of the TASER device, including:

XI. Documentation and Incident Reports
Security personnel shall document all TASER device discharges immediately in the related usage/incident reports. Notification will also be made to Administration or the Head of Security in compliance with this policy. Unintentional discharges, pointing the device at a person, laser activation, and arcing the device will also be documented. Items that shall be included are:
The Head of Security/Administration should periodically analyze the reports to identify deterrence/effectiveness trends. These personnel should also conduct audits of data downloads and reconcile TASER device report forms with any recorded activation.
XII. Medical Treatment
All persons who have been struck by TASER device probes or who have been subjected to the electric discharge of the device shall be medically assessed upon arrival of law enforcement and EMS. If the probes penetrate the skin of the subject, EMS personnel will determine if they can safely remove the probes, or if the individual should be transported to the hospital for removal. Additionally, any such individual who falls under the following categories should be IMMEDIATELY examined by qualified medical personnel:

When possible, the Head of Security/Administration team should respond to calls when they believe there is the likelihood of the TASER device being deployed. These personnel shall respond to all incidents where the TASER device is activated. These personnel should review each incident report where a person has been exposed to an activation of the TASER device. The device’s onboard memory should be downloaded and saved with the related TASER reports. Photographs of the probe sites should be taken and witnesses asked to stay for law enforcement interviews.
XIV. Training
Proficiency training for authorized personnel shall occur yearly. A reassessment of a security officers’ knowledge/practical skill may be required at any time by administration. All training and proficiency certificates for TASER devices will be on file. Any personnel who have not carried the device as a part of their assignment for a period of six months or more shall be re certified by a certified TASER device instructor prior to carrying or using the device again.
Administration is responsible for ensuring that all members of security who carry TASER devices have received initial and annual proficiency training.

- The conduct of the individual being confronted (as perceived by the officer at the time).
- Security/subject factors (i.e., age, size, relative strength, training/experience of the officer, injury/exhaustion, number of officers vs. subject(s)).
- Influence of drugs/alcohol.
- Proximity of weapons.
- Whether the subject has been effectively restrained/their ability to resist despite restraint.
- The availability of other options.
- Seriousness of the suspected offense.
- Potential for injury to all surrounding individuals.
- Risk of escape/other exigent circumstances.
VI. Special Deployment Considerations
The use of the TASER device on certain individuals or in certain situations should be avoided unless the circumstance indicates that other available options appear ineffective or would present a greater danger to nearby/involved individuals, and the officer believes that the need to control the individual outweighs the risk of using the device. Special considerations include:
- Individuals who are known to be pregnant.
- Elderly individuals/juveniles.
- Individuals with extremely low body mass.
- Individuals who are subdued or otherwise restrained
- Individuals who have recently been sprayed with a flammable chemical or who are otherwise in close proximity to any known combustible vapor or flammable material.
- Individuals whose position or activity may result in collateral injury (e.g., falls from heights, operating vehicles).
VII. Targeting Considerations
Reasonable efforts shall be made to target the lower-center-mass and avoid the head, neck, chest, and groin areas. If the dynamics of a situation or security personnel safety do not permit the application of the TASER device probes to a precise target area, the officer should monitor the condition of the subject until they are examined by medical personnel.

- Identification of all witnesses.
- Observations of the subject’s actions.
- Any known/suspected drug/alcohol use, or any known medical problems.
The Head of Security/Administration should periodically analyze the reports to identify deterrence/effectiveness trends. These personnel should also conduct audits of data downloads and reconcile TASER device report forms with any recorded activation.
